When the software is developed, MS creates ribbons with the functions and features that they feel (and through research) are the functions that will be used most often. There are so many functionalities, that it would be impossible to put a ribbon up with all of them. That does not mean you cannot create your own ribbon with the functions and features that you use often, for easy access.
